PMG continues call for postal reform The postmaster general this month renewed his call for postal reform legislation to put the beleaguered organization back on sound financial footing. In testimony before the House Oversight and Government Reform Committee April 17, Postmaster General Patrick Donahoe reviewed a now familiar legislative wish list. Among other things, Donahoe once again urged the introduction of legislation that would allow the Postal Service to create its own health care plan, thereby providing it with relief from its onerous retiree healthcare prefunding require- ment. He also called for a refund of USPS overpayments into the Federal Employees Retirement System; creation of a defined contri- bution retirement system for future postal work- ers; and authorization of a five-day mail/six-day package delivery schedule. While he described a range of efforts USPS has implemented to cut costs, downsize, and create new business to help stem mounting financial losses, he said those efforts will not suffice if Congress does move to pass a reform bill. “ The Postal Service, even with its suite of robust and creative initiatives for growing rev- enue, and its relentless approach to taking costs out of the system, continues to be stymied by the effects of congressional inaction,” he testi- fied. “Current law requires the Postal Service to prefund retiree health benefits at unrealistic levels. Current law prohibits the Postal Service from moving to five-day mail delivery. Current law forces the Postal Service to overpay into the Federal Employees Retirement System. And, current law limits the Postal Service in its ability to offer new products and services. ... This lack of flexibility in our business model continues to hinder efforts to close a widening budget gap.” National Association of Letter Carriers President Fredric Rolando, who also testified at the hearing, maintained that eliminating Saturday delivery and downsizing the organization will make it harder for USPS to grow business, and will cost money by driving away customers. “Congress does indeed have many options for saving the Postal Service, other than to slowly dismantle one of the most important parts of the nation’s economic infrastructure,” he testified. “The option being pursued at present—relentless downsizing—is doomed to failure.
