Answer: If you leave federal service before five years of service, then you can request a refund of your FERS contributions that you have made via payroll deduction. OPM looks to tap national service ‘pipeline’ The Office of Personnel Management last month distributed guidance to help agencies implement a presidential directive to find ways to recruit those who have participated in national service programs into the federal workforce. The July memorandum from President Obama directs OPM to help agencies explore ways to leverage national service as a "pipeline" into federal employment. "Participants in our national service pro- grams have transferable skills, work expe- rience in areas aligned with agency mis- sions (e.g., emergency and disaster services, education, environmental stewardship, eco- nomic opportunity, healthy futures), and a commitment to continue serving the public through the career civilian service," the guid- ance issued by OPM Director Katharine Archuleta told agencies. "They are a source of talent that can enhance an agency's work- force capacity to achieve its mission and should be included as part of your overall recruitment strategy." The guidance targets those who have served as volunteers in the Peace Corps, Volunteers In Service To America (VISTA) and other national service organizations.
